Tungsten's Two Hard Dates: DFARS 252.225-7052 and the BIS Scrap Rule

Tungsten used to be a commodity chart you argued about once a quarter. As of the October 2026 market picture, it is a calendar with two circled dates on it, and both of them land inside the next fourteen months.

Date One: January 1, 2027 — DFARS 252.225-7052

DFARS 252.225-7052 bans tungsten from China, Russia, Iran and North Korea in U.S. defense procurement, starting January 1, 2027. The restriction reaches all the way back to the mining stage, which means a milling cutter is not clean just because the finished tool was ground in a compliant country. Origin has to be traceable at the raw-material level.

For any shop with a defense-exposed work mix, that is not a sourcing footnote. It is a qualification exercise that needs to be finished before the rule takes effect, not after a purchase order gets held up.

Date Two: The BIS Scrap Rule

Through August 27, 2027, a Bureau of Industry and Security rule requires that 100 percent of U.S. tungsten scrap sales go to domestic buyers. Scrap is a real secondary supply channel for tungsten, and routing all of it domestically tightens the pool of material that normally re-enters global trade.

The Underlying Arithmetic

S&P puts the ex-China tungsten gap at roughly 21,000 tonnes of WO3 for 2026. Delivered APT ran from about 83 dollars per kilogram in January to roughly 340 dollars per kilogram by July, and Rotterdam APT is up on the order of 900 percent year over year. Platts begins publishing CIF U.S. tungsten assessments on November 30, which will give North American buyers a transparent benchmark where they previously had to read a European or Asian number.

What It Means at the Tool Crib

Material lead times for tungsten and carbide are running 12 to 20 weeks against a normal 4 to 6. Some suppliers are writing quotes that hold for five days or less. Two practical responses follow from that:

  • Re-price tungsten-exposed tooling now, and put a validity window on every quote instead of an open-ended price.
  • Separate traceable non-Chinese material into its own tier so defense-exposed customers can be quoted a compliant line without re-pricing the whole shelf.

Not every job needs a premium substrate. Where the work is general-purpose, high-speed steel still earns its place and it is far less exposed to the tungsten squeeze than carbide.

Where RBC Fits

Our cutting-tool line includes the BBI Proferred HSS grades: M2 for general-purpose production work, M35 cobalt for abrasion resistance in difficult materials, and M42 super cobalt at the top of the range for abrasion resistance and red hardness. The range covers jobber, wire-gauge, stub and aircraft-length drills in black oxide and Black & Gold finishes, Silver & Deming and letter drills, 118-degree and 135-degree split points, hand taps, NPT pipe taps, spiral-point gun taps, and combination drill-and-tap sets.

If your 2027 defense-exposed tool list is not yet split by material origin, start there. We can help you sort what must be traceable from what can stay standard — before the calendar does it for you.
